A gradient step count of color interpretation shall be 3 or greater.
 
A gradient step count of color interpretation may be above 256.

(Ditched the note as per Dennis) (As per Paul Cotton, I revised the language so that it could stand on its own if extracted. We have 500+ shall statements so not likely to appear in ODF 1.2 but I like the idea. Probably need a shall/may/can styles to enable smooth extraction.)
