I like the argument that Andreas makes, but it doesn't serve users of documents wanting to achieve interoperable use across implementations.  Choosing products that are always explicit would work, of course, if they knew that is what they were choosing.

I think an implementer who is careful enough to provide explicit information in documents being produced would also be careful enough to define the default assumptions for consumed documents (and make those the explicit ones by default when producing a derivative of such a document or producing a document when the users haven't been explicit).  So I would expect such careful implementations to produce good definitions whether required or not.

The problem is with those not so careful.  I think we need to say implementation-defined to encourage alignment on consistent defaults and/or not producing documents that depend on defaults in the first place.

So I would vote for default styles being implementation-defined.  (They might actually be user controllable as part of implementation configuration settings, for that matter.)
