The problem, I think, is that without a specific Dublin Core Profile, there is no way to sort this case out.  On the other hand, we have already dinked around with that by what we have said about multiple occurrences in <office:meta> in ODF 1.1 (but saying nothing in ODF 1.2) and also the use of <dc:creator> in a variety of specifically-profiled ways in the ODF schema.  

I nosed around a little at the DMCI site and it appears that they haven't assigned any specific significance of any sort to multiple occurrences of  DCES elements in the same metadata record.

It appears that the production and consumption of DCES elements in <office:meta> are as implementation-dependent (application-specific in ODF 1.1) as ever and it is probably too late to establish anything more specific than that.  These elements are not even subject to in-content RDF treatment (not having xml:id attributes, for starters), so any solution for specifically-structured metadata records looks like it has to be a job for RDF Metadata (but no less implementation-dependent).  

Bottom Line: It seems to me that it takes a special agreement among parties to handle this alongside the ODF 1.2 specification.   That's not particularly satisfying, since, even though there are many ways that material under such an agreement could be incorporated into ODF Documents, there is no way to assure its recognition and preservation by consumers and consumer-producers not party to whatever the convention might be.
