I think it is a defect that this element is marked as deprecated.
I did not find any JIRA issue or posting on our mailing or proposal in our wiki that states that this element has to be deprecated.
Investigation reveals that the deprecation has been introduced in specification document "OpenDocument-v1.2-part1-cd04-editor-revision_01.odt" by Patrick at 2010-04-14
