In 5.8:References, the syntax allows Error wherever a QuotedSheetName may appear.  There is no other place in Reference syntax where an Error may explicitly appear.

In the text, the only mention of error behavior in the resolution of a reference is for being out of bounds for an implementations row or column limits.

There is no explanation for why a producer would ever put such a value in the recorded form of a Reference, and what a consumer or evaluator should make of it.

I can understand that a specified sheet might not exist and the reference would result in an error in the evaluator, but I don't understand why there would be any change to the reference in its persistent form.

If this is related to the notion that an user entered a formula with an unrecognized sheet name in it, I can understand presenting the formula to an user in a way where the unresolvable sheet name is emphasized in some way.  I just don't understand why a producer would make such a substitution if the formula is accepted without correction.
