Alex questioned the first sentence but actually the paragraph needs reformulation:

After reviewing the issue and our citation practice, I think the standard is clear without this paragraph. Attempting to define our citation as written and citation with modification practice isn't going to add anything and may create difficulties. Suggest delete the paragraph.
