Dennis: A couple of comments:
1. You are right hat the current descriptions don't say anything about text:section. What we said in ODF 1.2 got lost. It should be added again.
2. There is indeed a difference between table related DDE connections in text documents and in spreadsheets. In text documents, a DDE connection specifies that the table itself is inserted using DDE. For spreadsheets, the DDE connections can be references from spreadsheet formulas. We therefore have actually table related DDE features.
2. You are also right that the use of <table:dde-links> is not limited to spreadsheets, although we only talk about spreadsheets. The reason is that we did not want to exclude the use of spreadsheet related features in tables that occur in other document types, although we also do not encourage implementers to implement these. Which means: The <table:dde-link> element is primarily for spreadsheets. But if someone wants to use OpenFormula in text documents, and further wants to use a DDE function, than that's possible because a text document may contain the necessary declarations.
I will think of some cleanup of the description to make all this a little bit clearer.
