If we drop the first sentence we nee to specify somewhere that we do not start with index 0. in 19.312 (2) to avoid confusion we should probably insert the term "non-zero" as in: "The navigation starts at the control with lowest non-zero form:tab-index value and ends at the control with the highest value." 19.312 (5) should probably be moved into first position since it changes the meaning of all the other clauses. I don't think the suggested extra paragraph is necessary.
