Patrick' s interpretation does not fit.

By attribute text:display-outline-level the following things are specified:
- At which chapters/headings is the sequence variable automatically reset to zero.
--> If text:display-outline-level="X", then at each chapter/heading whose outline level is equal or smaller X the sequence variable is reset to zero.
- Which chapter/heading numbering is displayed in front of the sequence number.
--> If text:display-outline-level="X", then the chapter/heading numbering of the last occurred chapter/heading whose outline level is equal or smaller X is display in front of the sequence number.

Thus, the numbering of a sequence can be done by chapter.
If text:display-outline-level="0", the numbering of a sequence is not done by chapter, because no chapter/heading on outline level 0 can exist. Thus, numbering of the sequence is continuous through out the document.

See proposal for a improved wording of the mentioned sentence.
