Michael is correct. ODF 1.1 documents don't have an xml:id attribute, but only a form:id attribute. Since we tried to write the ODF 1.2 specification in a way that ODF 1.2 implementors don't have to read the ODF 1.1 and ODF 1.0 specifications in order to be able to read such documents, we added that sentence. To avoid confusion, I suggest we change the sentence

"If there is no xml:id attribute value, then a form:id attribute should be processed as it were an xml:id attribute." 

as follows:

"When consuming OpenDocument v1.0 and v1.1 documents, OpenDocument consumers should process  form:id attributes as they were xml:id attributes."
