For context, it is necessary to examine the text of 5.4.1.  5.4.1 suggests that there are ways to have a <text:section> without there being a requirement for obtaining it by linking:

Sections support two ways of linking to external content. IF A SECTION IS LINKED TO another document, the link can be through one of the following:

Then, after discussing that there can be only one of the two alternative ways of linking used, it says

Suggesting, to me, that not all sections must link to external content.  The business about updating the contents should probably be about *REFRESHING* the content from the source, since one might update the content without doing that (and a warning note about that is appropriate).
