Dennis: I can only say wheter we are in agreement or not if I do know exactly what change you are proposing, if any. It seems not to be what you have entered into the proposal field. But what is it? Is it adding a note like

"For some datatypes (e.g. language or anyURI) defined in part by reference to other specifications which impose constraints not part of the datatypes as defined here, applications may also wish to check that values conform to the requirements given in the current version of the relevant external specification." 

to chapter 18, then this would be okay for me.
