The form:page-step-size and form:step-size attributes are not defined well enough to understand their function.  

These appear to be involved with regard to stepping through values as part of UI activity in which the value is chosen.   The analogy of form:page-step-size with "page down" functionality means something different depending on whether there is a drop-down of values offered versus whether the value in a spinner is being adjusted.  

Since these attributes are only used for <form:value-range>, maybe they need to be descibed better in terms of what their (optional) functionality is for such a control.  I have no objection to change to double, but we also need to know what these are provided for and whether they are intended as constraints or simply aids for assisting users in selecting/entering a value.
