I think any description should be very generic since a value-range ahs many different possible incarnations. In Gnumeric for example it could be any of: spinbutton, slider, scrollbar. 

Spinbutton: only form:step-size is used. It indicates the change to the value when the user clicks on a spin button button.
Slider: only form:page-step-size is used. It indicates the change to the value when the user clicks on the slider bar (not on the slider handle)
Scrollbar: both are used. form:step-size indicates the change to the value when the user clicks on a scroll bar arrow. form:page-step-size indicates the change to the value when the user clicks on the scroll bar bar  (not on the scroll bar slider).

So a description should surely be along the line of:

The value of the form:step-size attribute gives the preferred minor value change offered through the ui (if applicable for the control used).
The value of the form:page-step-size attribute gives the preferred major value change offered through the ui (if applicable for the control used).
