The only reason for the informal use of double-quote is because some of us tend to use "single-quote" rather than say "apostrophe" or "quotation mark."  I agree that the Unicode name and code point being given makes everything very clear and it is very important.  But for US readers at least, diffrentiating single-quote and double-quote and not just saying quote tends to be rather important, especially in contexts where "single quote" might be confused between "one single-quote" and "single quotation mark."

But I agree this last problem diminishes when the Unicode names and specific code points are used.
