In 19.310 form:step-size, replace first paragraph with:

The value of the form:step-size attribute gives the preferred minor value change offered through the ui (if applicable for the control used).

In 19.300 form:page-step-size, replace first paragraph with:

The value of the form:page-step-size attribute gives the preferred major value change offered through the ui (if applicable for the control used). 

Andreas's proposal sounds good to me. I will add it as resolution and the set the issue to resolved.
