The attribute takes the name of the component that was used to load the image data when the image was inserted into the document. It does not cause an interoperability issue, because it can be silently ignored. In that case, a consumer will just reanalyze the image data to find an appropriate filter. Because of this there is no value in making the attribute implementation-defined: Other application will use other names for their graphic filters. The don't win anything if the know the internal filter name of an application.

Well, maybe we should consider to deprecate the attribute and use an application setting instead.
