I think inserting such characters in the text would be a nightmare:

(a) When opening a file, an implementation as OOo that has a centralized system of recording prohibited line ends would need to be able to recognize whether such a character was inserted because of a line break prohibition rule or as the result of user interaction.

(b) Any of the string handling functions in OpenFormula would need to be adjusted. For example LEN would need to know whether the character was there as part of user/data entry or to effect the correct line breaking.
