Based on the affirmation, in the 2010-10-04 call, that it is the intention of the ODF TC that the xml:id now be always required in place of the old:id (which may only be there in addition, optionally, and with the same value if that is still in the text).

Consequently, I agree with Michael Brauer's original intuition: There is no reason to add the note (especially with its use of "should").

When this is carried out, we need to make sure the schema is corrected for the applicable xml:id-allowing cases and that the old:id is appropriately deprecated.
