I've checked what we said about forms and reports in draft 6. 

The section of forms and reports started with 

"Database document can contain forms and reports as sub documents. They're either described in-place, or linked from the database documents by IRIs. In particular, such a IRI might point into the package of the database document, but is not necessarily restricted to it."

Instead of "linked by IRI" I would say "linked by" or "referenced by an XLink", but something like the above should be added again.

For <office:forms> we said:

The <db:forms> element is a container element for <db:component> and/or <db:component-collection> elements. It specifies a list of form documents and sub collections.

And for <office:reports> we said:

The <db:reports> element is a container element for <db:component> and/or <db:component-collection> elements. It specifies a list of report documents and sub collections.

The last sentence of both description should be added again. This would make the nature of reports and forms clearer.
