I see this is applied, but I have no idea which alternative you chose (although I suspect your preference is "a").

I have figured out what bothers me about that.

Whenever I see an indefinite article in a specification provision, such as "an X" my mind immediately goes to the question, "which X?"  Some random one,  some out of sight, etc.

When I see "the X" I assume we are talking about the particular instance of X that is associated with an instance of an element or attribute being described.  Something more in-context.

In this particular case, I think "the UI" is meant to be "the user-interface of the OpenDocument Consumer by which the form interaction is presented."

I also note, in thinking about this particular case from that perspective, that we are talking about "the preferred [small/large] step among value choices to be easily chosen when supported by the OpenDocument Consumer user-interface, if any, for interaction with the control."
