I agree that the business about the draw-text is off-topic (and said as much).  I will find a better place to raise that issue.

I still think the statement about [SVG] vs [PNG] makes no sense here and I have proposed a restatement in a note.  What is strange is that one can have both in a <draw:frame> so it is not that a <draw:image> compels an exclusive choice, it just provides one of what may be several alternative <draw:image> elements of the <draw:frame>.

Finally, does "it has been clarifed that consumers can and have to analyze the image data in order to get the format" mean that the document is going to be updated to reflect that clarification.  I believe such a statement is required if that is what is intended.
