I dispute the claim of common art.

However, if it is true, there is no harm in making the statement, is there?

If it is not true, we have provided something specific around what producers need to be careful about and that consumers, bless there hearts, have to struggle with.

Considering that we want to promote interoperable implementations, I say we need to be as specific as we can.  If it is only to say that the binary format shall be one for which the image representation is discoverable by inspection is not a very strong requirement, since the consumer implementer can never know in advance what the full set of possibilities is.
