I missed that a resolution was proposed. I have several issues with this proposal:

a) It breaks existing ODF 1.1 implementations. 
b) to rotate text, it would make much more sense to use style:text-rotation-angle
c) with respect to chart-axis the rotations in questions appear to have different axes/centers. There are other parts of the axis that could also be considered content why doesn't this act on them.
d) with respect to  <chart:data-point> wouldn't it make more sense if the point would be rotated?
