Sorry, I didn't want to say that the attribute cannot be used with charts. What I wanted to say is that charts are not the reason why there is a limitation regarding the values.

The attribute is a text attribute. It rotates text within a text line, and since labels are text, their text can be rotated. However, the reason the attribute was once introduces was to enable the rotation of text fragments within a piece of text rather than a full text. The attribute is related to style:text-rotation-scale which controls the line height and scaling behavior. I believe that the complexity of scaling text fragments according to line heights (or calculating line heights for rotated text) actually was the reason that there is a limitation to some specific angles.

What surprises me is that you say there are already applications that support other values than 0, 90 and 270. The attribute does exist since ODF 1.0, and it never did accept other values than these three (well, it actually is not clear whether ODF 1.1 accepted other values, but it clearly stated that other values than these three are rounded to 0, 90 and 270). So, other values never have been valid, or at least never did work. And if there is a use case for other values: Why haven't this been raised before?

Don't get me wrong: I'm not saying that we cannot discuss to allow other values. But I'm also not feeling comfortable to remove restriction that we have for more then five years now in the last minute. I would feel more comfortable if we handle this as a regular feature enhancement request for ODF-Next. And, yes, it is in my opinion a new feature, because applications that implemented that attribute so far had fully implemented the attribute by supporting the three values. With the change, this is no longer the case.
