Can someone summarize the differences in behavior we're seeing?  If I understand correctly we have implementations in Gnumeric, Excel, OpenOffice as well as a text description in the French Wikipedia page.

And I'm not too worried about what the Wikipedia page says, since the authority there is dubious.  If we have something that matches, say what Excel or OpenOffice does, then knowing that they have many users in France, and presumably no outstanding major bug reports for this function, then presumably their behavior is acceptable.

For what it is worth, the OOXML definition says:

This function returns the depreciation until the last period of the life of the assets or until the cumulated value
of depreciation is greater than the cost of the assets minus the salvage value.

The depreciation coefficients are:

Between 3 and 4 years: 1.5
Between 5 and 6 years: 2
More than 6 years: 2.5

The depreciation rate grows to 50 percent for the period preceding the last period, and grows to 100 percent for
the last period.
