Does this work? Question follows:

The text:min-label-distance attribute specifies the minimum distance between a list label and the text of a list item.

The content of a list label is rendered inside a specified minimum width - see text:min-label-width. The text of a list item is rendered following the label width area. If the distance between a list label and the text of a list item is smaller than the value of the text:min-label-width attribute, the following actions are performed. First, the content of the list label is moved inside the specified minimum label width up to the value of the text:min-label-width attribute. If that does not result in a value equal to the text:min-label-width attribute, the text of the list item is moved until the distance between the list label and text of list item equals the value of the text:min-label-width attribute.

I said "following the label" to account for different locales having different notions of what "following" means, such as in r-to-l texts.

I am assuming that the movement of the content o the list label is up the amount specified by the text:min-label-width attribute and if that isn't enough, then leaving that where it is *after* movement, we then move the text of the list item. Yes? Two movements, but list label first, then the text of the list item. 

Placeholder for ODF-Next discussion: We need to talk about interoperability as seen by users and define (hopefully separate) rendering requirements. Which are different from interchange requirements.
