Maybe. But then, I think we should take a different approach for ODF-Next: Instead of somehow modifying the part 1 schema so that things that otherwise are stored in the zip file can be included, I would suggest that we define an XML based package, that just replaces the Zip file based package. This would allow us to have all features in the "flat" variant without modifying the part 1 schema all the time.

But obviously this is a complex task, and the question is: Who needs that? I mean, how many implementations for the flat ODF variant do exist? And how many of these will support RDF metadata?

So, without saying that there could not be use cases for RDF-XML embedded in a flat ODF file, I believe this is not a feature that the majority of ODF users and implementers needs. It has not been included in the original ODF 1.2 proposal for RDF metadata that the metadata SC has worked out. Given the current status of the ODF 1.2 specification I would say we should consider this to be a feature request for which we care in ODF-Next.
