The ability to review and accept or reject changes is independent of show-changes. For example, in OOoCalc the "Accept or Reject" dialog displays who changed what, where and when, regardless of the Show setting. Activating Show does not display different content, it only highlights the cell and displays information on mouse over, but this is an implementation detail.
