The reason for the non-normative reference to XPointer is that it is involved in the definition of [XLink]   It is referenced in a NOTE in the proposal.  If the NOTE is removed, the [XPointer] reference would be removed as well.

The notes could use some improvement and can be removed.  The purpose of the notes is to emphasize to a reader of the OpenDocument specification that one should not assume that  IRI escapes all limitations on URIs.
