OFFICE-3432 applies only to OpenFormula.

The resolution of OFFICE-3440 does not completely resolve the present issue.

The present issue speaks to how we mention IRI and IRI Reference in the prose of the specification.  OFFICE-3440 is only about the use of anyIRI in place of anyURI, and only if it is accepted does it provide partial resolution the the top-level issue.  I would keep this top-level open because how it is completed depends on the resolution of OFFICE-3440.
