I think you are jumping to an invalid conclusion, namely that if a value is invalid it can't be entered in a cell. That is surely not true. Trying to enter a value that is invalid just triggers some action (warning, error, etc.) or just set some property. For example in OOo you can use a tool to flag all cells that have invalid content. 

One can typically set validation on a cell even if the cell contains data that then will be invalid. 

Also if a validated cell contains a formula, then you can still change the dependents to obtain an invalid value even  if that ought to trigger a stop-action.
