My concern is that every element that is not an empty element may contain character data.  Whitespace counts as character data in the way that term is used in [XML 1.0].

With RNG one can talk about having character data strings that satisfies a <text /> pattern (or a datatype), perhaps, and that may be a way to distinguish the character data that matters with regard to providing text to a paragraph.
