where this text is a note rather than normative language. You are using the term lexical space here, that's true. But the definition of what the lexical space is different, isn't it? I am objecting to your proposal because the "lexical space" is exactly what makes up a datatype. If you say the lexical space "is finite-length character sequences which satisfy the syntax for [RFC3987] IRI-reference" then this says the valid anyIRI values are the valid IRIs, and only that.
