If we accept the intermediate case, I don't think a note is useful.  Basically, the OpenFormula evaluator needs to communicate the URL parameter value via a HOST-DEFINED BEHAVIOR.  We could pile that onto the HOST-RESOLVER behavior, even though that is a stretch, but we need the disposition of the URL to be determined by HOST-DEFINED behavior wherever the HYPERLINK function is implemented.

I would say something like "the value determined for the URL is communicated to the HOST-DEFINED context for use as a URL associated with the result of the evaluation."  The evaluation continues whether or not any use is made of the URL.  The fact that the value delivered by HYPERLINK for use in the evaluator need not be the final value of the formula being calculated should be irrelevant, too.

In ODF 1.2 Part 1, we would then say exactly what that means, whether we take the last-given one (makes sense), and how it impacts the cell, in the case of a <table:table-cell> table:formula calculation.
