Whether or not an implementation recognizes a text string cell value as having the form of an URI and presents the cell as a hyperlink with that label has nothing whatsoever to do with OpenFormula and there is nothing that OpenFormula provides as a side-effect.  In fact, OpenFormula can and should be blissfully ignorant of how hosts style results and present them as the values of cells (if that is what is being computed).

The problem with HYPERLINK(IRI, value) is that the result of the HYPERLINK function, in this case, is value, and the target of the URI is something that the HOST has to be informed of as a side-effect.  Since there can be multiple HYLERLINK function references in the same formula evaluation, and the ultimate value might not be the direct result of any of them, there is far more magic involved here.  I don't think OpenFormula has that magic wand, but I do believe it can dutifully report those IRI values to whatever sorcerer has been built into the HOST-dependent-behavior binding (conceptually).
