Suggest close, no action.  Part 2 is not limited to the character repertoire of XML.  The BNF is correct.  You can have OpenFormula strings that are not expressible in XML. 

In Part 1, when we do store formulas as XML, in table:formula, it is clearly stated that formulas in that attribute must conform to characters permitted in an xsd:string.

I'd also be happy to remove the "When a formula is stored as an XML attribute" portion in 5.4, if that is confusing people.
