This topic was discussed extensively in OFFICE-3026. The text given is what we eventually agreed on.
The text says, "within the dimensions of variability __permitted by this standard__".
Alex appears to have missed the significance of "permitted by this standard". We don't allow unlimited variability, but config settings may be used to express dimensions of variability already allowed by the spec.
This is testable, since violations would contradict other normative statements in the standard.
For example, if you had a config setting that instructed a spreadsheet calculation engine to add a random number to every financial calculation, then this would be outside the dimensions of variability permitted by this standard, since there are no mechanisms defined for defining such behavior, and the calculation of financial spreadsheet functions do not have a random component to their normatively defined behaviors.
On the other hand, a setting that made all ISBN numbers in the text of a document into clickable links, since this does not contradict any requirement otherwise expressed in the standard.
