+1. I think the normative text is clear, and I'm reluctant to change it, because this may introduce new errors or uncertainties. Providing Rob's explanation as response to the comment should be sufficient.
The note may be misleading, since it is a very general one. We have that note, because we need some anchor for the bibliographic reference to [Variability]. If we want to improve the note, then I think we should make clearer that the referenced document says something about variability in general, but not about variability in ODF. So, maybe something like: "See [Variability] for variability in specifications* in general*". But I'm not sure if that is really required.
So, it may happen that a reader of the ODF specification misreads something at the first reading. But if we as a TC think that what we says is clear, it should be sufficient to provide the explanation as response to the comment, rather than trying to somehow reword the text, in the hope that it gets clearer then. Having that said: My suggestion is to keep the specification as is, but to reply with the explanation Rob provided to the submitter of the comment.
