I want to take another look at the CD06 DIFF on this.

I think that as long as it is clear what the base is for resolution of noscheme relative references from within signature files happens to be, everything should work, considering the special exception for same-file internal references (e.g., noscheme relative references that consist entirely of a fragment part.  I will double-check the language in Part 3 to make sure that we caught everything in CD06.
