@Andreas, I agree with you but have been unsuccessful in achieving agreement to that posiiton.
The proposed change to 19.811.6 and 19.811.8 brings the text in line with the other changes that were made intentionally in CD06 (see the change-marked DIFF). These three sections were missed. The statements are consistent with how the schema is written (although it does not permit the attribute to be present in the absence of an xml:id the last time I checked). So the statement about ODF 1.0/1.1 documents is not about anything the ODF 1.2 schema allows.
19.811.5 is more involved because there is additional detail for that particular case.
I had it in my job jar to repair these three (consistent with other cases in CD06) but I will check Patrick's suggestions instead.
