Yes on the changes for 19.811.6/8.  That lines up with the other descriptions for this attribute.

With regard to 19.811.5, yes on the changes.  Yes on deletion of the Note.  We removed the backward compatibilty strangeness in all other cases.  Permitting both to be produced with the same value is sufficient.
