Besides, I understood Louis to be starting a discussion, not asking for 
an up or down vote on his proposal.

I was thinking the idea generally is to gather broader input from the 
user community and developers who might not be members of the ODF TC.

To inform the development of ODF-Next.

That is what features are of the most interest to users and at the same 
time likely to be developed by implementers. (The ability to print money 
being desired by users but probably not practical to implement won't be 
an ODF-Next goal. ;-) )

I think having more than one, say 1/2 day, very short, say 10 minute 
presentations on requested features with longer papers submitted with 
say 10 minutes for open discussion of each request, would be very 
informative. (NOTE: No voting on features, just discussion. The ODF TC 
decides what features it will pursue and does that by the OASIS process.)

There could be more than one such meeting and it would not be terribly 
amiss to have one every year or even 6 months.

I know that vendors gather user requests/features/requirements but I 
don't know of any that do so by public forums.

Could be a PR/selling point for ODF adoption and use.

Of course, that would mean that the ODF TC would have to be responsive 
to the needs voiced and document that responsiveness.

Overall I think Louis' idea is a very good one even though we all have 
our tweaks and changes we would like to discuss.
