I think the relevant "ODF Consumer"
is the one in Part 1, Section 2.4. I don't think "Package Consumer"
is relevant here.
The gist of this was that an ODF Consumer
can have implementation-specific behaviors, but only the the extent that
they do not violate another requirement of the specification.
