The draw:frame itself is a shape.  This is about text content which can be added to other shapes.

The draw-text is a ref used in the RDF schema that describes what is allowed as text content as child element of a shape. Currently text:p and text:list are supported child elements for e.g. draw:rect but not table:table. This is to add for all shapes the possibility to also add tables at this place so the text one can add to a shape can also be a table.

In OO you can get the feature in e.g. impress when you double click onto a shape to add text to the shape.

The aim of this request is to be also able to have a table which is also text content inside the shape which ie e.g. also supported by OOXML and MS-ODRAW spec.
