Q: What is the impact of the "fill characters" on operators for comparison of cell content?

Q: What if content for comparison is separated by "fill characters?" How does that impact comparisons? 

Q: Can you point to language in other specifications that exclude "fill characters" from comparison operations?

Q: What is the treatment of a cell with only "fill characters?" Is it "empty?" 

The "fill characters" strike me as a good idea for the reasons stated but I think we need to go over part 2 rather carefully to catch all the cases where they could have an impact.
