Data styles should not affect comparison of cell content since they only describe how the content is presented. Since fill characters would be part of the data styles they should not affect comparison at all.

In LibreOffice if yo specify a data format as "99;88;77" (without quotes) and enter 4 in the cell, then a 99 is shown but  the cell does not test equal to 99 (but it does test equal to 99). Gnumeric behaves the same and I would think that all common spreadsheet programs compare the cell content rather than the shown string as formatted by the data style.
