I could see the two's-complement conversion being useful for some comp sci or engineering students. Yes, it is specialized. But so is dec2bin and similar. Not many outside of these fields deal with binary or hexadecimal. But where to draw the line? Could just as well as for a float2bin function to return IEEE representation of an input float.
