The @Andreas comment raises two issues.  The change in ODF 1.1 Errata 01 WD05 is only to the first paragraph.  The result correction is to change "If the attributes is contained in a common style" to "If the attributes are contained In a common style".  The goal was to correct the grammar.  

It seems to me that the specification does not require the attributes to occur together, but it adds a capability when they are.  Here is the relevant paragraph:

"Use the fo:margin-top and fo:margin-bottom properties to specify the top and bottom margins for paragraphs.  See §7.10.1 and §7.10.2 of [XSL] for details.  The attributes' values are lengths.  If the attributes are contained in a common style, the attributes' values may be also percentages.  They here relate to the corresponding margin of the parent style."

Andrea questions the last paragraph of section 15.5.20.  That paragraph is not the subject of this Errata item.  Here is what it says:

"For some applications. these two properties must be used simultaneously.  If any of the properties is missing, its value is assumed to be 0cm."  [the stray "." is in the original.]

In ODF 1.2 it is said there is only one element, <style:paragraph-properties>, where these attributes are allowed to have %-age values.  However, fo:margin-top and fo:margin are defined in the schema only once and they are each optional and they are each able to be a %-age or integer, optionally.  

I see no reason to change what is said, however poorly, in ODF 1.1, since ODF 1.2 allows whatever cases those are and maybe more.
