Resolution: In ODF 1.1 section 15.5.20, in the first paragraph change "If the attribute is contained ..." to "If the attributes are ..."
This issue is being resolved with the proposed wording after the ODF TC discussion on 2013-01-21. The adjustment is reflected in ODF 1.1 Errata 01 WD06.
[NOTE: In the comments on this issue, there was concern about a subsequent paragraph in the same section. That is not being acted upon here. If it needs to be resolved in ODF 1.1 Errata 01, that should be raised with an additional JIRA issue.]
